Advanced Clinical Practitioner, Clinical Pharmacist and GP Partner with over 20 years' experience across primary care, urgent and emergency care, medicines governance and healthcare leadership. Holder of an MPharm, MSc in Clinical Pharmacy and MSc in Advanced Clinical Practice, with Independent Prescriber status and extensive experience in clinical assessment, diagnosis and management of acute and chronic conditions.

Experienced in strategic leadership, workforce development, medicines optimisation and regulatory compliance, including Controlled Drugs governance and wholesale medicines distribution. Recognised for leading innovative workforce transformation programmes, including the Health Education England-funded Integrated Urgent Care Pharmacy Pilot, and for supporting the development of Foundation Pharmacists, Independent Prescribers and Advanced Clinical Practitioners through roles as a Designated Prescribing Practitioner, Clinical Supervisor and educator.

Rubina Mughal is an experienced Pharmacist Independent Prescriber with over 20 years of pharmacy experience across community, primary care, urgent care, and NHS 111 services, including the last six years specialising in primary care and emergency care. She currently practices at Moulton Medical Centre and at DHU Urgent Emergency Care.

Rubina provides clinical triage, structured medication reviews, long-term condition management, and prescribing within her scope of practice. Her specialist interests include cardiovascular disease, heart failure, chronic pain, respiratory conditions, and medicines optimisation.

She is passionate about improving patient outcomes through safe, evidence-based prescribing and has led successful quality improvement projects focusing on high-risk medicines, opioid reduction, and Benzodiazepine / Z-drug deprescribing. Rubina has extensive experience supporting practices in achieving CQC, QOF, and Pharmacy Quality Scheme objectives through clinical audits, medicines safety programmes, prescribing optimisation, and multidisciplinary team working.

An advocate for continuous professional development, Rubina has completed the NHS Mary Seacole Leadership Programme and the CPPE Primary Care Pathway. She is fluent in English and Urdu/Punjabi, enabling her to provide patient-centred care to diverse communities.

Becky Norton is a pharmacist and Independent Prescriber with over 14 years of experience across primary care, urgent care and community pharmacy. She currently supports a Primary Care Network serving approximately 55,000 patients, where she leads on the safe management of high-risk medicines, medicines safety and wider quality improvement initiatives.

Alongside her PCN work, Becky continues to practise in urgent care, bringing a broad clinical perspective to complex medicines-related challenges. She is highly detail-oriented and passionate about delivering safe, evidence-based, patient-centred care.

Becky contributes to CQC compliance and quality improvement across her practice settings, helping organisations meet regulatory expectations while keeping patient safety at the centre of decision-making.
